The Most Powerful Passports in 2023: Rankings and Revelations


Every year, passports are ranked based on the level of global access they provide. In 2023, Australia has seen a boost in its passport's power, moving up the ranks. Henley & Partners, an international citizen assistance firm, recently released the latest passport rankings, revealing some notable changes.



Understanding the Passport Ranking: The Henley Passport Index determines rankings by assessing the number of destinations passport holders can access without requiring a visa. This score encompasses countries with various entry requirements, including visas upon arrival, visitor's permits, or electronic travel authorities. The index considers 227 destinations, which includes countries and non-country regions, like Taiwan. However, the ranking only includes 199 passports. Exclusive data from the International Air Transport Association is used to compile this index.


Singapore Takes the Crown: Japan had held the top spot for five years, but in 2023, it was dethroned by Singapore. Singaporean passport holders now enjoy visa-free access to an impressive 192 countries, regaining the top spot they last held in 2021 before Japan's brief reign.


Strong Competition: Tied for second place are Germany, Italy, and Spain, each with access to 190 destinations. Japan claimed the third spot with 189 destinations, sharing it with France, Austria, Finland, Sweden, Luxembourg, and South Korea. Remarkably, the United States, which previously ranked first in 2014, has dropped to eighth place, marking its lowest ranking in recent years.


Australia's Ascent: Australia has climbed in the rankings from 8th to 6th place. Australian passport holders can visit 186 destinations without requiring a visa or can obtain a visa, visitor's permit, or an electronic travel authority (ETA) upon arrival. Australia shares its spot with Hungary and Poland. Over the years, Australia has experienced fluctuations in passport power, reaching its peak at 6th place in 2015, 2013, and 2012.


The Weakest Passports: At the other end of the spectrum, Afghanistan remains at the bottom of the index, with a visa-free access score of just 27. Iraq follows at 29, and Syria at 30, having the three weakest passports globally. Citizens from these countries have limited travel options, often encountering bureaucratic hurdles during their journeys.


A Look at the Top 10: The top 10 most powerful passports for 2023 include a mix of European, Asian, and Oceanic nations:

  2. Germany, Italy, Spain

  3. Japan, Austria, Finland, France, Luxembourg, South Korea, Sweden

  4. Denmark, Ireland, Netherlands, UK

  5. Belgium, Czechia, Malta, New Zealand, Norway, Portugal, Switzerland

  6. Australia, Hungary, Poland

  7. Canada, Greece

  8. Lithuania, USA

  9. Latvia, Slovakia, Slovenia

  10. Estonia, Iceland


The United Kingdom has seen significant improvement, rising from the sixth to the fourth spot, marking its highest position since 2017. However, the United States continues its decade-long decline, dropping two places to eighth. It has shown the smallest increase in passport power among the top-ranked countries over the past decade. Notably, in 2014, the UK and the USA jointly held the first place.
